What the Charter provides
Qualified New Braunfels voters may initiate an ordinance under Charter §6.02. The published threshold is 5% of registered voters in the City. The actual minimum is not yet confirmed for this campaign.
Each petition copy must have the proposed ordinance attached. The Charter incorporates signing and sworn-verification requirements from its recall provisions. After a sufficient petition reaches Council, the Charter provides for adoption or an election, subject to applicable law.

Online signups do not count as signatures
Texas Secretary of State guidance says electronic signatures are not authorized for Chapter 277 petitions. Signing must originate as a non-digital, wet signature. Our website collects only interest in campaign updates or volunteering. It does not qualify the ordinance for the ballot.

Two separate eligibility checks
- Residence: do you live within the incorporated City of New Braunfels? A postal address or NBU service is not enough.
- Registration: are you a qualified registered voter for that city territory? The city spans parts of Comal and Guadalupe counties.
These official tools are aids. The City’s petition review determines whether submitted signatures qualify. We do not collect your home address or voter number through the campaign signup.
What must happen before circulation
- Resolve legal questions and freeze one ordinance version.
- Confirm the official minimum, signature fields, oath, and filing procedure with the City Secretary.
- Resolve the Charter’s 45-day signature-age provision and its relationship to state petition law; do not assume the state’s 180-day outer limit is the campaign window.
- Confirm an achievable collection and election calendar.
- Prepare numbered sheets, train circulators, arrange sworn verification, and secure the records.
We have not announced an election date, a certified signature count, or a formal circulation start date. Submitted petition records may be subject to public disclosure under applicable law; the campaign contact list is separate.

Can I sign the official petition on this website?
No. The online form joins the campaign’s contact list. It is not a vote, an official initiative signature, or proof of voter eligibility. We will announce formal signing arrangements after the ordinance and petition requirements are settled. Texas signature guidance ↗
Does a New Braunfels mailing address qualify me?
Not necessarily. A mailing address or NBU service can extend beyond the incorporated city limits. A city-address lookup and current voter registration are separate checks. The City explains the distinction ↗
Is the ordinance already law or on the ballot?
No. It is a discussion draft. There is no announced election date and formal petition circulation has not opened. Legal review, including Texas’s local AI preemption, must happen before finalizing a petition.
What does Texas-only sharing mean?
The proposal limits voluntary sharing to eligible Texas state and local agencies. Federal agencies, other states, and indirect sharing through intermediaries are excluded. Binding legal duties and enforceable court orders remain controlling, and permitted reporting would disclose compelled transfers.
